We will definitely get into situation where we need to update oracle patches say 19.X to 19.Y as part of Quarterly Release updates especially in production projects. It would come under Minor patch update only but sometimes we will get confused on compatibility check completion.
Downloading Oracle Patches:
Unlike earlier, Oracle databases and patches can be downloaded from our SAP Software Center itself.
Usually, Below will be the download path
Go to SAP Software Center
Select Databases Menu
Select Database and Database Patches
Select Oracle
We can find all the patches under Menu - Oracle Patch and Software Downloads
Select Oracle Patches 19 and download our required patches.
We can also find direct download link in note 2799920 itself - SWDC - Oracle 19c Patches link.
Usually, Oracle Patches will be released every 3 months once.

Next Patch Tentative Release dates will be shared in note 2799920 as well.
Only latest 2 patches will be available by default in SAP Software Center.
Let's look out quick on compatibility checks:
We need to do checks on PAM/OS/Kernel compatibility.
PAM:
Login PAM -> Select our system -> Technical Release Information -> Database Platforms
Now, Filter Kernel/OS/Database and check compatibility.
99% - There won't be any differences since we are doing just minor patch update only.
All Oracle 19c versions would be supported for corresponding product version for sure.
OS Requirement:
Once PAM check done, Check note 2478541 Operating system requirements for Oracle database.
We will have direct link to minimum OS requirements. Crosscheck once and confirm the same.
Example - If we are having RHEL 9, Starting with Oracle 19, 19.19, Minimum version of OS 5.14.0-70.22.1.el9_0.x86_64 required.
Check for our OS accordingly (Say AIX,.). If none, No issues.
💫 Again, 99% - There won't be any needs to update our OS version since we would have checked during installation itself and already crossed minimum prerequisites.
Since it's just minor technical patch update, there won't be any functional/data issues.
Hence, 99% - No worries, Let's do above 1% compatibility check then.
