Maintenance planner can be accessible globally (via any handsets). SAP will definitely get alerts if MP goes down/inaccessible.
As an SAP Customer, Raising case to SAP didn't help much as SAP will request to wait for 1-2 hours and try again. Their internal team is checking on priority to resolve the MP site issue. I have raised case >7 times.
Not Recommended:
In case Stack XML generation is required urgently, only way is manually change entries of existing downloaded stack xml of other system (replica as it is) to your system. Say using Prod XML for Preprod System update if both systems are replica/same components.
However, we need to have SAP Support (Engineer) to edit and confirm whether entries are changed correctly.
🌟SAP won't recommend/asks customer to do this manual entry change in general .

Only approved steps was to use "Generate Stack XML Copy" option in Maintenance Planner.

Maintenance planner options missing ?
If you already have license and somehow if you miss to see options while trying to generate Stack XML generation (but you have seen before), then it's again due to Maintenance planner glitch only.
Assured test would be checking "Install an SAP System" option.
Example - If Solution Manager - "Plan a Maintenance" option missed for your system, crosscheck once whether "Install an Solution Manager" option exists or not. If it's not exist, then it's Maintenance planner glitch only which SAP will check and rectify the issue. I have raised case 2-3 times and got information that SAP have alerting mechanism for the same.
Let's not take it serious and avoid doing "SLD LMDB Sync, Manually Sending Data to Support Portal". It's waste of time.
This tick is just to inform all basis peoples to take rest/ have a coffee break ⛾ as waiting 1-2 hours would be good rather than trying other things.

Copy Stack XML option info ?
"Generate Stack XML Copy" option will be visible only for systems which already uploaded with valid license (post installation). It can be used only for update and upgrade transactions.
Assume:
If I'm installing one new SAP System TC1 Dev with lots of add ons,
I have generated XML and installed TC1.
Now, I need to install another new system TC2 PreProd with same add ons.
There won't be "Stack XML Copy" option to select if I go inside same TC1 Dev Stack XML and plan to duplicate since TC1 XML itself is an XML for new system installation.
💫 Hence, for new installation, we need to create separate Stack XML only.
I have created new TC2 Stack XML with same set of add ons and installed TC2 System.
Now, we have two systems TC1 and TC2.
I got update requirement now to update both systems.
Now, Once both systems is added to MP, I can generate XML for TC1 and use it for TC2 via "Generate Stack XML Copy option"
I need to apply license (SLICENSE) in SAP System TC1.
Generate SystemInfo XML via SPAM - Utilities.
Now, Upload System TC1 in your Maintenance Planner (Add system manually)
Once system added, plan an update and generate Stack XML.
Once Stack XML for TC1 generated, Go inside that Stack XML and use "Stack XML Copy" option to create for TC2.
